105 | levels, advocated for increased funding for essential water science | ||||
106 | and monitoring data programs, and encouraged greater data-sharing and | ||||
107 | transparency among its members. The Water Data Exchange (WaDE) Program | ||||
108 | began in 2011 under a subcontract with the Western Governors | ||||
109 | Association (WGA), as a cooperative effort between WSWC and the Sandia | ||||
110 | National Labs, with funding from the Department of Energy made | ||||
111 | available under the American Recovery and Reinvestment Act (ARRA) of | ||||
112 | 2008. It was subsequently sustained with WSWC funds and in-kind | ||||
113 | support through participation from our member States that committed | ||||
114 | staff and resources, as well as sharing their water data, without | ||||
115 | which WaDE would not be possible. Other early funding came from the | ||||
116 | Environmental Protection Agency\u2019s Exchange Network (EN), as well | ||||
117 | as funding from the Cynthia and George Mitchell Foundation, the Water | ||||
118 | Funders Coalition, and the Gordon and Betty Moore Foundation, through | ||||
119 | the Internet of Water and Duke University.\r\n\r\nWhy | ||||
120 | WaDE?\r\n\r\nStates allocate and administer rights to the use of water | ||||
121 | in the West and are therefore in the best position to provide data on | ||||
122 | water rights and water use. However, water rights, uses, and | ||||
123 | associated data are managed separately and distinctly by each state | ||||
124 | which makes regional analysis cumbersome. Analyses across regions and | ||||
125 | multi-state basins are becoming increasingly relevant, especially | ||||
126 | given the unprecedented drought and population growth that the West is | ||||
127 | experiencing. With changing and ever-greater demands on limited water | ||||
128 | resources, complicated by an increasingly complex overlay of federal | ||||
129 | laws and regulations, the importance of cooperative efforts and | ||||
130 | exchanges by and among states has likewise been magnified.\r\n\r\nTo | ||||
131 | address this challenge, the WaDE program created a database platform | ||||
132 | to streamline water rights and water use data into standardized and | ||||
133 | machine-readable formats. Making this data accessible enables users to | ||||
134 | answer regional and national questions about water availability, | ||||
135 | scarcity, and resilience in a cost-effective, sustainable, and | ||||
136 | consistent way.\r\n\r\nThe WaDE Program\u2019s initial concept and | ||||
137 | creation phase (2011-2018) established working relationships with | ||||
138 | states agencies and created data-sharing protocols while building and | ||||
139 | populating a collaborative data management system. In its second phase | ||||
140 | (2019-2021), WaDE created a template for transforming disparate state | ||||
141 | water-related data systems into functional regional and cloud-based | ||||
142 | data system with standards and metadata. Under this phase, WaDE has | ||||
143 | become one of the major data hubs within the Internet of Water project | ||||
